I assume this is for a SU carb set.

Obviously, you should make sure all the moving parts are clean and lubricated,
and the springs are not broken, etc.  Also make sure the jets themselves are not
badly worn or grooved on their outside surfaces.

I once had the exact same problem:  One jet would not always go up, and if I 
gave
it a little tap by hand, it would pop up into position.  I ordered from Rimmer 
Bros
a pair of "jet bearing kits", part number WZX1442.  These kits completely cured
the problem.  They were genuine Unipart, and included the jet bearing itself,
the special nit that holds it in position, the second nut you turn to adjust 
the mixture,
and the spring that keeps the second nut from moving.  Possibly somebody
besides Rimmer carries these, but I was ordering other stuff from them anyway.

Also order several of those thin soft aluminum washers that go between the jet
bearing and its retaining nut (part no. AUC8478).  If you have to remove or 
re-center
the jet, you should not re-use this washer.  Naturally, you will have to know
how to re-center the jets (the true sign of a SU carb expert).
