On Daffy ('78 UK 1500, so dual SUs), the choke cable goes to the rear carb.
There is then a linkage that transfers the motion to the front carb. I
haven't seen a '69 engine in person to check this, but I'd be surprised if
that isn't supposed to work the same way - maybe you are missing a part?
