Maryland, Virginia, Pennsylvania, New Jersey, New York, and I think
Colorado (don't remember for sure on that state) the tags all went with
the owner, not the car. Various additional restrictions would preclude
the tag from staying with the owner, requiring tag turn in upon vehicle
title transfer.

Interesting, I have had the same non-personal license plate on two
Mustangs,
and now a Ford Ranger. In GA at least, the plate stays with the owner.
