Hi scott's junk,
in our experience, we encounter this problem even on modern vehicles.
Slipping the quarter panel over the wheel housing [wheel arch] always
requires some adjustments, which should be done to the wheel housing, not
the new panel.
You can hammer and dolly the wheel arch to fit. You can use a metal bonding
system [glue] just for the wheel arch, because this area is hard to weld and
corrosion will occur. Bonding will prevent corrosion to some degree and it
also seals the area. The bonding process is very strong.
The churchill tool is not familiar to us.
