 Hi Phillip, it sounds like the problem is with the needle valve.  There is
 probably something stuck in the needle valve causing it to remain open.  You
 can try clearing up by taping it with the handle end of an screwdriver or
 remove the fuel bowl cover, unscrew and clean the offending valve.
