Well, since it was introduced in 1910, I think you have to say that roads
have improved since then!

The history of recent investment is not quite so rosy.  The activities of a
tiny number of unwashed militant tree-huggers have given the government the
wonderful opportunity to cancel all sorts of essential road schemes and
repairs, and say that it is an "environmental" move and we should all be
happy and grateful to them.  They've even suggested that not spending money
on roads actually IMPROVES our transport, on the spurious basis that making
car travel more unpleasant will make public transport look like not such an
grotesque alternative.

Just found a site on the history of driving in the UK.  Some interesting
facts:
 - Petrol tax was introduced in 1909, at 1.5p/gallon (now something like
#2.70/gall including VAT)
 - Tax disc initially #2-10 for vehicles up to 6.5hp, #42 for 60hp
 - Tax increased to #1 per hp in 1921, BUT petrol tax abandoned at the same
time!
