I've heard the same thing from a mechanic; that there
is a very thin line between solvent-tight and frozen
in place. If there weren't a ten thousandth of an inch
of clearance, friction from the thottle shaft would
cause it to adhere to the bushings.

Most mechanics just give it the wiggle test. Using
finger tips, grab either side of the throttle shaft in
turn and give it an up,down, back and forth, round and
round force to see if there's any play. There should
be no discernable movement except being able to rotate
it.
