The bonnet should be level with the panel in front of the windscreen all the
way along.  If your bonnet is raised in the middle, I suspect your bonnet is
a little bent!  Given how handy that panel is for leaving tools on while you
are working on the car, it is possible some DPO slammed the bonnet shut
while there was a tool lying there, so bending the bonnet.

There should indeed be a rubber strip, on the seam that runs along the top
of the bulkhead, to keep the bonnet away from this seam.  I have one, but my
bonnet still vibrates a little at speed.  Even so, at least it stops the
seam from scraping the paint off the underside of the bonnet!  I can't see
any reason why you shouldn't double the protection by having a similar
rubber strip along the edge of the bonnet as well.
