Sorry to hear you are still having probs.  Did you check that the base of
the new needles are absolutely flush with the base of the rising piston.  If
they are set too high (under flush) than a thinner bit of the needle will be
in the jet giving a richer mixture. It's difficult to see underflush
sometimes, but using the straight edge of a metal rule held up to the light
generally works.  I wouldn't have thought that worn spindles or butterflies
would give the problem you describe, but it may be possible in a really bad
example.  Did you compare to the original carb set to see if a similar
amount of torch light shone through?
