Several years ago, when I was living in California, my Spit was
running poorly and it was Smog-Check time. I had tried and failed
to fix the rough idle, so I took it to John Rockwell in Santa Clara,
who had a good reputation for these sorts of things. His system
was simple: he hooked it up to his machine and changed a dollar a minute
until it was OK. Ten dollars later he had found and fixed the needle
on the Stromberg carb, which had gotten totally unscrewed from its adjuster,
and it passed the smog test.
I have no idea if he is still in business.
