Thanks to those who repsonded to my posting. The diaphram was dry rotten adn leaked a lot of air resulting in the car idling high then low and so on. No all I have to do is put the steering wheel in at least one seat. Then when I get it on the road I can find out what else is wrong with it Anyway it seems to be running much better.
