Dave, One area has been overlooked thus far!! Trust me, I know. When the shoes wear down, adjustment of the emergency brake cables is required to keep this unit in working order. When the shoes are replaced, the cables are too tight and could cause the problem you mention. Check the cables and loosen them up until the drum turns freely!!
