You most likely have your leads backwards.

The Brake light/Running lamps on the rear of the car
on a 1500 spitfire are in the same bulb. And the bulb
is a dual-filament.

The brake light filament is brighter than the running
lamp filament. So, when you have the brake light lead
going to the running lamp filament, and you turn your
lights on, your brighter filament is on 100% of the
time. And when you hit the brakes, your dim filament
is on, but it can't be seen over the running lamp
filament, unless your running lights are turned off.
Make sense?

I believe the brake lights have two leads and the
ground/return is a chassis ground but I don't remember
off the top of my head.
 
Regardless if that makes sense or not, reverse the two
hot leads and it should fix your problem.
