dumb brake question

Richard,

Could I ask you a quick question about my brakes? I don't want to bother
the whole mailing list as I think it's a bit of a dumb question.

I was looking at my front brakes today and noticed that the pads lightly
rub against the disc so that the wheel doesn't turn freely.  Is this how
they are supposed to be?
