Are you using the choke to try and start it?  Do you have fuel to the carbs?

As for the brakes, wheel cylinders are cheap.  Buy new ones and enjoy the
peace of mind that goes with it.  Check your flexible brake lines for
cracking or wear.  Replace as necessary.  Others will have different
opinions, but I highly recommend switching to DOT 5 fluids.  Details at
