Have you done a pressure test on the front and rears, to see of the
hydraulic pressures are the same?  It's possible that you've got damage
in the secondary side of the master cylinder causing lower pressure to
the rears.

What sort of pads and shoes are you running?  Things like Raybestos and
other such trash are notorious for lousy braking action.  You may wish
to use something like Ferodo instead.  You can get them cheaply btw, by
going to an Advance Auto store and getting their silver or gold line
store brand.  Yes, they do have Spitfire brakes.

Did you ever have oil leaks on those rear drums?  Oil can soak into the
metal, causing lots of neat poor braking effects.  Turning the drums
would have helped eliminate this, but not completely, especially if the
turning job was done poorly.  If you've had this, consider cleaning or
replacing the drums.
