17,000 miles in 24 years, that's about 700 miles a year. I'd say the

This sounds to me like the car was driven infrequently (it would be with
only 17K on the odometer) and for short distances only. That will rot out a
mild steel exhaust system pretty fast and it may also dry out the fuel pump
diaphragm.

It all depends on where you are, what you want to use the car for, whether
it has an overdrive and most of all: what it's worth to you. There are
people who will happily pay $10K or more for the car you describe, so they
can enter it in concours competitions.
I'm in Europe and I wouldn't pay much more than $7K for a next-to-perfect
1500. But on sunny days I've seen (rather ignorant) people pay twice that
for mediocre but shiny examples.
