  David, I think the problem with your switch is a little plastic wedge thingy
  in the switch has broken off.  Here is a picture of it at the following
  link: http://www.enteract.com/~vmichael/switchassy.html (it is the white
  wedge looking stud with indents).  This plastic thingy is what keeps the
  stock from moving.

  You can try to take it apart and repair it.  Just be careful, there are 
  small plastic buttons that are spring loaded under the metal plate.  My
  switch had this problem and I made a wedge thingy with gray PVC plumbing
  pipe.  It is a test of ones sculpting skills which I do not have lots of.  
  But after 5 or 6 tries I was able to get one to work.  Is not perfect but
  I can now just switch to the hi-beam or flash them and the stock does what
  its suppose to do.
