Mine does both-depending on whether I have the radio on or not; depending on 
how long the motor has been running and how warn the engine is; and depending 
on how much the belt is sqealing or not (once again this is dependent on how 
warm the engine is...)

I have both a new battery and a new (good) altenator.

The problem in this case was the tension in the fan belt. (A-ha!)
