Thank you so much for all of the advice, people.

On a hunch I went home at lunch time and removed the rear carb, and took a
look at the throttle disc/plate/butterfly of the rear carb. I don't know if
you can visualize this, but the new throttle pivot bushings I got were a
replacement made out of rubber (not the metal sleeve type). And a problem
appears to be that when you remove the very wide metal sleeve type of pivot
bushing and replace it with the shorter rubber/plastic one, you get a clear
passage way around the throttle disc. The original metal bushings were flush
with the throttle body and met-up with the throttle disk

So with the shorter bushing air/fuel flows to the side of the throttle disc,
into the throttle pivot body, around the edge of the throttle disc and back
out the other side.

The reason the Front carb wasn't doing it, is that I'd used some J.B. Weld
to fix a couple of gouges I'd put in the throttle body while trying to
remove the original throttle bushings and had over-done it a bit with the
Weld.

I'm still having a problem with the rear carb not wanting to become richer.
I'm wondering if my re-adjustment of the float may have screwed-up
something.

Other than that it's drivable and not reving like a dragster.
