steering wheel. upside-down?

OK.
Now I'm worrying about the steering wheel.  It is a three-spoke wheel, but 
the third spoke points down instead of up.  Is that the way it is supposed 
to be?

And when I pull on the wheel (pull it toward my chest) it moves a 
little.  Is that OK?
