Aha! Deja Vu!
Ed, that is exactly the same question I asked when I tore down the GT6 I used
for the chassis on Tiny TIm.
The consensus is that the spacer is normal and is there for balancing the
stance of the car. Apparently the weight of the driver makes
the left side sag a bit and the spacer compensates for it.
If you want another one, I have a spare! :)
