Hi Reid, You might also have a partial vacuum created in the gas tank. An easy way to check this would be to open the gas cap when there is no fuel at the filter. If there is a partial vacuum in the tank you'll hear the air get sucked into the tank. If so, look for plugged vent lines for the tank and or vapor recovery system.
