Pennsylvania had a REAL RACKET going some years back. Your car had to be inspected TWICE per year by a "certified garage". (That came about as close as you can to a state issued "license to steal" from the public.) In contrast when we lived in Ohio the inspection was nothing more than verifying the VIN to make sure the car wasn't stolen. When we lived in Michigan there was no inspection of any kind unless you lived near a big city like Detroit. Many years ago Florida had a fairly stringent safety inspection but it was done away with after about 10 years because data showed that there was no significant reduction in accidents or accident caused deaths as a result of the inspections. It sounds like rust is the biggest heartbreaker in these MOT tests. Cars must rust a lot in the UK. At one point Pennsylvania had a fairly strict inspection, where holes rusted through the bodywork would make the car fail.
