Those small ports were done by design, to speed up the flow at lower engine
speeds for emission purposes. The were not a mistake. Sometimes (most
times :-}) especially "back then" compromises were made in power for the
sake of other more pressing problems - the solutions at the time, while
maybe not the best for all involved, got the vehicle out the door with the
minimum amount of expenditure -
