Hi Jason,
The dust cover retainers are usually steel and the slave cyl is aluminum.
Two different metals together cause corrosion which has them stuck together.
The lip of the dust cover is usually crimped as well. Look for the crimps
and bend them back. You'll need to put some type of penetrating solvent in
there and then try to rotate the cover using a gripping pair of pliers. It
might even be nex=cessary to insert a small screwdriver between the two and
pry away a little. The dust cover might split somewhat, but you can reform
it.
I wouldn't put a torch to anything aluminum.
