It is a relatively new law that all new cars have the daytime running lights 
(so new that I'm not actually sure its the law yet - my '98 Jeep Cherokee 
doesn't have 'em), but older cars are never required to have anything more 
on them than their stock safety features when they were new (ie: seatbelts 
in the back seat, etc.).
