I've had good luck using a dremel tool with carbide
cutting disk. The disk is about 1 1/2" dia, and maybe
1/64" thick. It will cut anything.
Because of the screw in the end of the mandrel, you
will not be able to cut the bolt head off flush. There
are a couple of ways to proceed:
1) Make two cuts, as close to flush with the underside
of the head as possible, from each side. Then use a
chisel to remove the rest of the bolt head.
2) Make cuts on the head of the bolt to cut off the
'ears' of the hex, leaving the center piece smaller
than the shaft of the bolt, to clear the through hole
of the hitch.
Either way takes a steady hand and a little patience,
but I have used this method on hardened steel shafts,
gears, flanges, etc.
Of course, use eye/face protection, gloves, work safe,
etc. The wheels are fragile when stressed in bending,
and will crunble. But the pieces are very light and do
not hurt your hands.
I have seen the dremel units on sale at Sears, Home
Depot, etc for maybe $30-40. A lot for just one bolt,
but you will find many other uses for the tool.
