Rear Axle Question

Can anyone tell me the actual function of the "Oil Flinger" that is
installed just inboard of the inner axle seal and is "pushed" up against the
inside of the trunion?
It would appear to me that at most all it might do is keep some degree of
dirt and water away from the inner seal as it is not attached to anything
and after a while seems to be somewhat loose on the axle so it does not seem
to stay put against the trunnion and seal. Should I attempt to fix it in
place with say some silicon seal as I don't want to have to tear the entire
axle apart just for this fool thing.
