front hub grease seal

Folks I have had both the front hubs off. On one side it had the felt washer 
but it
was missing on the other. So I ordered the new front hub grease seals but they 
came
without any felt pads in them. The store ( local NAPA) says they don't make the
type with the felt pads any more. The manuals always say to make sure the felt 
pads
( rings actually) are well oiled but if the new ones don't have them is this now
the norm?
