Have you adjusted the the rear shoes as specified by the manual ?
The adjusters have 'clicks' and if you leave an adjuster between
clicks, the breaks can drag even though you do not have any pedal.

Is the handbrake properly adjusted ? If the handbrake is too tight,
it will appear that the brakes are properly adjusted, but no
pedal.

If you cant get any pedal, you will have trouble bleeding.

I had similar problems, and this is what it was.
