Hmmm... It sounds like you are describing the DRIVE resistor connections
rather than the ballast resistor.  Shorting the drive resistor will not
do.

The ballast resistor is actually a length of (pink & white) resistance
wire
hidden behind the dash.  This can be shorted out by connecting a wire
from
terminal #3 on the ignition switch (has white wires connected to it) to
the (+) terminal on the coil (which has a white/yellow wire attached).
