Your problem sounds very like a sticking float needle. Remove the float
chamber cover, take off the float itself and remove the nylon valve from its
housing.
With a piece of wet and dry, gently rub it up and down the fins on the
needle and carefully around the top where it sits into the housing. Sounds
like you've got stiction and build-up of glues from the petrol and this is
sufficient to stop the float from pushing the valve fully home. It's a
common problem I've had many times and this treatment cures it.
