Just a thought here.. don't know if this would work, but I've used this
trick on other rubber items (such as heater hoses, fuel lines) to get them
on snug fittings:
How about heating the rubber flange a bit with a heat gun (hair dryer if
you don't have a heat gun). I've found this allows the rubber to be
stretched a lot easier.
Again, I haven't used this trick specifically on the Steering Rack Boots,
but I don't see what it wouldn't help.
