The hot/cold cable goes to the heater control valve on the platform of
your firewall. You can lube the valve with some lithium grease, or I'm
sure someone else has a better alternative for lubing it. I found that the
cable wasn't freezing up, but the valve itself. It is easily removed and
refitted, if you care to pull it apart.

Also while lurking behind my dash panels I want to figure out how to
loosen my heater controls. The fan on/off and the direction switch is
operable if not a little stubborn. The hot/cold lever is practically
frozen. I 'can' move it but it feels like I'm going to brake the
linkage, and as far as I can tell there is no difference between the
cold and the hot positions in terms of heater output temperature. Is
there something I can lubricate? I can't really tell where that
hot/cold cable is going without pulling the heater box, something I'd
like to avoid if possible.
