Or, it could just be the pressure switch, over to the outside of the radiator

neck.  Those will fail with age and not have a wide enough operating range to 
let
the system vary in pressure, from high normal to low normal.

Lowrider did that several years after its R-134 conversion.  $35 to fix it.
