Solenoid contacts fused together.
Seriously doubt it is the ignition switch.

Uhhh... no, I don't think so.
No bad starter I've ever heard of can spin without power, and if there's
no key in the ignition, it shouldn't be getting power.
From where I'm sitting, it pretty much has to be the ignition switch or
the solenoid. Anyone?
