Removing cats is a Federal offense. States have nothing to do with that.

ew yuck, for the first time in my life im glad i live in idaho. I would
surely be fined in california. between windo tinting, and exhaust being to
loud. not sure if removng cats would be a violation either. like i said i am
in idaho.

No more.

The People's Republican of CA has revised their rules. Which also means that
other states that are legally allowed to follow the CA (versus the Federal)
rules will most likely follow suit. Places like NY, MA, VT, etc. 

It's not a factor for SHOs.....yet. But for any other "toy cars", be
advised!!

The rule changed effective April 1, 2005, for the Enhanced & Basic areas
only.  It repealed the 30 year rolling exemption from smog check.
Essentially, for 1976 only any 1976 model year car due a smog check in Jan, 
Feb or Mar, was exempt UP TO April 1, 2005 - alas, two years later, 2007, it

will need a smog check.

Dirty air is a political football (duh) - the bill was introduced as a trade

off by a politician who dabbles in making new "old" cars - not unlike Boyd 
Coddington.  The deal was if the new old car LOOKED like a 1932 - it was
registered as a 1932 - no smog - but only for a limited number per year -
500 I think.  Up until this bill, if the person wanted to have an smog check


exemption they had to find an old frame and do, um, what does Ferrari call
it ?  Oh, yeah, a re-body for an exempt year.

The 30 year repeal bill came up several times before and only until Arnold
was presented with ARB and the other terrible federal programs did he sign 
that bill.  It also exempted smog check for a NEW car for the first 6 years,

and 4 years change of ownership.  This has put many smog shops out of
business.

For the record - the Vehicle Code (27157 or someplace like that) states NO 
alternations can be made in the way the car was delivered from the factory
from 1968 forward UNLESS the item alerting the motor device has an EO
(executive order) Number.  The book is several inches thick and includes 
turbos, heads, manifolds, nitrous systems, and superchargers.  This is where

the crazy fast Rice Rockets get killed.

NOW a good word - California has THREE smog areas - Enhanced - where the
test has gotta use a dyne to test NOx; Basic - a two speed idle: and Change 
of Ownership Only areas.  As long as you own the car NO MORE SMOG CHECKS . .

. . until you go to sell it.  Thing to do is buy your carbureted Lambo or
Ferrari - get it passed one time and never sell it. For more thrills, check
