Tim - Have you tried some hand cleaner and a old kitchen scrubbing sponge?

It looks like a tire sidewall hit as well.  I recommend watching the 
tire for any surface changes.  My daughter did a similar impact and the 
sidewall got a bulge.  Had to replace the tire.
