Jim - If you are after storage for 8.5x11 paper, look at used office
supply furniture places for a mail sorter. They have ones with
horizontal flat bins for copy paper. Here is a sample from a quick search:

For a custom unit, make a similar thing from plywood or melamine for the
vertical parts, plus top and bottom. Cut dados in the verticals for
1/8" hardboard shelves and add a back and you are set. If you make it
tall, you may want a fixed middle shelf to add rigidity.
For mobility, you could mount it on a dolly like
