That is a valve spring (intake/exhaust) removal tool with pieces of metal
welded on to do something else. Open the jaws up install in spring- close
the jaws and you can remove the valve keepers and take out the spring and
replace.

My dad was a diesel mechanic and now I have quite a few tools I can't
identify. One is this Mac CF-48 that looks like the business end was
replaced
with different jaws at some point, judging by the weld quality.
