You know, there are electronic water levels. I find them a bit more
convenient than just a hose, especially if working alone. Check this out:

I used one for setting the posts when building my deck. You hang one
end on a nail at the level you want and it beeps when you have the
other end at the same level. I will leave it up to you to determine
if this passes your "fiddliness" test.
