What about hooking up a hose between a water valve and the hot water heater drain with a hose with female coupler on each end? Turn off the incoming water supply line. Open some hot water faucets. Open the hot water tank drain valve and turn on the water to the heater drian to try to blow the sediment out of the plugged drain. Then try to drain it again.
