This is probably a bit much for building garage shelves, but I have 
an electronic water level sort of like 
this:

The main advantage is that you can use it without a helper, even over 
reasonably long distances.  It beeps when you're at the right 
level.  As I said, probably not necessary for garage shelves, but 
keep it in mind if  you decide to build a fence or something.  And 
it's only like $25.
