Another old fashioned way to remove the paint would be to go to the
hardware store and get a can of lye and mix up a solution of lye and hot
water and soak the hinges in this for a couple of days. You could also
spray them down with oven cleaner; it will eventually remove paint,
given enough time. It also makes a good engine degreaser, if you don't
mind the paint coming off, too. Makes a nasty mess on the driveway,
though....
All the usual precautions apply; lye solution is kinda nasty.
The concentrated purple cleaner/degreasers sold at auto parts stores
will also strip paint when used full strength.
