Brazing doesn't do much for strength. If the bar has so badly rusted it's appreciably reduced in diameter, than it's also appreciably reduced in strength. Were it mine in that case, I'd have a machine shop weld up the surface, grind it back down, and heat treat it to the oem standard. This is not a unique process, it's done all the time on motor shafts and such.
