I had broken off a tap in a head once and couldn't get it out. I took it to
a tool and die shop. The guy did it while I waited and I got to see how
simple it was. 

He had a VERY OLD  junker drill press set up to do it. Basically, he had a
Buzz Box for the power source and the chuck held a carbon rod of an
appropriate diameter for the tap to be burned out.

All he did was set the head under the quill. Check his alignment with the
carbon rod, put on a pair of goggles, turn on the Buzz Box and slowly bring
the quill down to establish the arc and then move it down slowly until the
tap was gone....thank you, that will be $25.....and I was glad to pay it. 

It's probably a machine that he uses 3 or 4 times a week and saves him lots
of cussing.
