>From the point of view of a big city cop, it probably does. Those guys just
barely know the law (ie their job), so I wouldn't expect them to be experts on
the nuances of tire repair.
Besides, I have a tire iron that started life as a crowbar ... mostly I use the
crow foot to pry off my hubcaps, but I have used the other end to help remove a
tire from the wheel.
