When I did my EMT training they taught us to crack the valve once  
before hooking an Oxygen bottle up to anything to blow the junk out  
out of the valve from filling.  I don't do it on my Propane tank, but  
it is something to think about before you hook up your expensive  
regulators for your cutting torch.
