Scott,
When the main breaker is off, there is still power in the main breaker box in
that the cables that feed power into the box are still "hot". If you have any
additional breaker boxes downstream of the main breaker box, they would not
have any power feeding into them.
With that said...always check with a voltmeter before you start working in an
electrical box,make sure no one is able to turn the main breaker back on
whilst you are elbox deep in a secondary box and buy a good how-to book on home
wiring and read it thoroughly before you start trying to add additional
outlets.
Only on "Home Improvement" does accidental electric shock come with a laugh
track instead of cussin' and stompin'...and then there's that "mortally
wounded" option....
